Prison Act 1894 and Uttar Pradesh Prison Manual the major responsibility of Prison Department is to ensure the safety of detained convict and concerned male, female, minor convicts and children residing with female convicts in the prisons of state. Along with to organize various programs of reform, welfare, personality rehabilitation, development and rehabilitation of prisoners, according to the current reformist policies of the government and get them benefited. Prison Administration is dedicated for the execution of above responsibilities.

Working of Prison Administration is of specific nature. From the entrance in prison till the release, various proceedings take place. While prisoners are kept in jail, it is the duty of administration to ensure their security and to organize several training and reformation programs for the betterment of the prisoners. For each work separate registers are maintained in which every related entry is made. In prisons, freedom fighters were also detained. All important documents related to these are kept safely in the prison. From historic point of view, various reports and returns are also kept safe.

Regarding departmental policy formation and its working, Prison Stable Committee for department is being formed for consulting with public members and meeting of this committee is being organized from time to time.

Provision for board of visitors has been made in Prastar-674 of Uttar Pradesh Jail Manual in Prison Department.

Besides this, for proceedings of premature release of prisoners, following boards/committees has been formed, which are not open for the outsiders:-

  • Probation Board is formed for giving opinions and recommendations on cases of premature release of convicted prisoners.
  • Those prisoners who are not benefited of premature release on form-A, form them Advisory Committee is formed for releasing them on nominal role.
  • Revising Committee is formed for premature release of prisoners under chapter-10 of Jail Manual.
  • Committee has been formed at government level for concern over case of petition of mercy for the premature release of prisoners. This Committee presents recommendation to Hon’ble Governor for release over cases of mercy petition of prisoners.
  • To provide rehabilitation, welfare and profession to the prisoners in prison, Welfare and Cooperative Committee has been formed.

After the meeting conducted by above committees and boards, general public can receive its meeting minutes.
