The Headquarters of the Prison Department is located in District Jail Deharadun campus, Sudhowala (Chakrata Road), Dehradun, and the following institutions are under its control:

Out of the above, the concept of open prison in the form of Sampurnanand camp, Sitarganj was developed from the time of undivided UP, which was established on February 16, 1960. The main objective of the camp establishment is to provide the prisoners with an opportunity to stay in the highest open environment in low security, develop their inner skills, integrity, discipline, self-esteem, self-reliance and dutifulness. After the selection of the prisoners imprisoned with lifetime imprisonment, capable of performing excellent background and character in this prison, which is called as Shivirvasi/Campers. In the camp mainly agricultural work is done, Where the camps work in agriculture with the help of the latest techniques and machines of agriculture.
prisoners who are working in the camp get reconstituting their family bonds with their residence, to see the diseased close relatives, contacting prospective well wishers and for resolving their domestic problems, a 15-day house holiday is temporarily adjourned for their punishment. Apart from the above, the prisoner who works in the camp is also given a one day rate of one day per remission of sentence.

Headquarter organization-
The head of the department of prison department is inspector general of prison. For the cooperation of the Head of the Department there are additional inspector general of prison, deputy inspector general (headquarter), finance Officer, Assistant Accounts Officer, Women Welfare Officer as well as the Ministerial staff.
Prison organization-
The head of the office of prisons are Senior superintendent/superintendent, for cooperation of Senior superintendent/superintendent there are jailor, deputy jailor, security guards, steno, clerk, assistant accounts officers, education teacher, technical staff etc. For the prisoner’s medical system there are doctors (senior counselor, counselor), pharmacist and other paramedical staff. For the cooperation of above in Central/shivir jail, Sitarganj, District Jail Dehradun, District Jail Haridwar there is senior superintendent and District Jails, Tehri, Pauri, Nainital, Almora, Chamoli, Sub jail Roorkee, Haldwani there are superintendents.
Rights and Duties of Officers and Employees-
The powers and duties of prison officers and employees have been provided in the Prison Act and the Uttarakhand Prison Rules, 2023. The duties of all prison officers and employees have been described in the Uttarakhand Prison Rules, 2023.

Departmental workshop-
In case of any decision to be taken at the headquarters level, the first related panel assistant is presented on the recommendation / proposal letter by examining it in the context of the changes in the rules. After that, the supervisory employee (Administrative Officer) is also examined and his objection is mentioned. After this, the decision is taken by the other intermediate officers involved in the decision-making series, and finally the decisions taken by the decision making level (the Head of the Head / Head of the Department) is taken in the decision-making. Thereafter, the relevant urgent orders are issued as required. At the level of prisons, the officers are presented before the Senior Superintendent / Superintendents to the Office of the order by the subordinate personnel for the execution of various government functions. Episodes are forwarded to the headquarters to receive requisite orders from the headquarters level.
Departmental manpower-
In order to operate the prison administration as per the policies of the government, there are a total of 12 jail institutions operating in the department. These institutions include 01 Jail Headquarters, 01 Central Jail, 01 Camp Jail and 07 District Jails, 02 Sub Jail. A total of 1060 posts of various service cadres have been created to govern government activities. Efforts are made to make maximum use of the efficiency and competence of the approved manpower to run the works assigned to the said prisons smoothly. Efforts are made to establish a disciplined and transparent administration by ensuring full compliance of the relevant rules and provisions of the prison manual at every level. Rules, regulations, instructions, directories and records used by it or held under its control or by its employees for discharging its functions. Instructions for carrying out all activities and works for running the prison department are mentioned in the prison manual. The responsibilities of Inspector General, Deputy Inspector General, Senior Superintendent, Superintendent of Prisons, Jailor, Deputy Jailor and various other cadres of prisons along with the Bandi Rakshak cadre in the department are prescribed in the Jail Manual. Therefore, the general public can get reference of the rules etc. related to the functions prescribed to be discharged by the officers and employees of the Prison Department in the Jail Manual. The functioning of the prison is of a specific nature. Various works are done in the prison from the entry of the prisoner to his release. During the imprisonment period, along with the safe maintenance of the prisoners, various training and reformation programs are run for their reform. Separate registers are made for each work and entries of all the activities are recorded in them. Freedom fighters have also been imprisoned in prisons and other eminent and other important persons have also been imprisoned at the time. Important records related to all these are kept preserved in the prison. Various types of reports important from the historical point of view are also preserved.
